In this report released in December 2014, the Washington State Department of Social and Health Services (DSHS) outlined its progress meeting the terms of the state’s December 2013 settlement agreement in the T.R. v. Quigley class action lawsuit regarding the adequacy of mental health services for children in foster care. DSHS agreed to provide intensive, individualized, community-based mental health services to youth diagnosed with mental health disorders and implement Wraparound with Intensive Services (WISe), a new approach for delivering mental health services throughout the state’s child serving system within five years . . .
