December 2, 2011 In this letter to California's counties, the state Department of Social Services (DSS) announced that the state had submitted a Medicaid State Plan Amendment (SPA) to implement the Medicaid Community First Choice Option (CFCO). The CFCO requires California to offer community-based long-term care services and supports (LTSS) to all Medicaid beneficiaries in the state who meet the level of care criteria.
