December 9, 2011 On December 9, 2011. the Iowa Department of Human Services (DHS) released its final report regarding its mental health and disability services system redesign. The report recommends that workgroup's interim reports should be split into regional groups instead of individual counties, these counties negotiate with DHS on performance-based contracts, and the state take responsibility for all of the Medicaid payments.
