The Indiana Family and Social Services Administration (FSSA) convened the Aged, Blind and Disabled (ABD) Taskforce in response to a law adopted by the 2013 legislature to evaluate and respond to questions regarding options for Medicaid managed care for the ABD populations with disabilities. The Task Force held public meetings in July and  August 2013, and sought input from stakeholders via a survey. The Taskforce report considers three options—risk-based managed care, managed fee-for-service (FFS), and managed home- and community-based services (HCBS)—for four ABD . . .
