November 13, 2006 Updating & Outsourcing Enrollment in Public Benefits: The Texas Experience The Texas Health and Human Services Commission is engaged in an effort to improve its social service eligibility enrollment system. A key part of the initiative is that private companies and non-profit organizations will help their clients navigate an automated enrollment system called Texas Integrated Eligibility and Enrollment Services (TIEES).
