Florida’’s Residential Group Care Program For Children In The Child Welfare System

The report was released in December 2014 by the Florida Office of Program Policy Analysis and Government Accountability (OPPAGA). The legislature had directed OPPAGA to review the Florida Department of Children and Families (DCF) residential group care program for children in foster care. The legislature sought clarifications on how DCF determined the appropriateness of residential group home placements, the services and costs associated with residential group care, and how the outcomes of children in residential group care compared to children in a family foster care placement.
