Ohio Governor’s Letter To CMS Making Autism Services An Essential Health Benefit

On December 21, 2012, Ohio Governor John R. Kasich announced that autism services, including applied behavior analysis, will be defined as part of the state’s “essential health benefit” package beginning in 2014 for employer-sponsored and individual health plans sold through health insurance exchanges. Ohio does not plan to operate its own health insurance exchange; plans for Ohio residents will be offered through a federally-operated health insurance exchange. Under this arrangement, Ohio was required to identify the set of essential health benefits to be included in the state benchmark plan
