December 28, 2005 Nursing Homes: Despite Increased Oversight Challenges Remain in Ensuring High-Quality Care and Resident Safety The GAO conducted this follow up study of the Centers for Medicare and Medicaid Services (CMS) progress since 1998 in addressing nursing home oversight weaknesses. GAO determined that CMS is in the process of developing key initiatives to address oversight weaknesses. CMS has revised survey methodology, issued state guidelines for complaint investigations, implemented immediate sanctions for homes cited for repeated serious violations, and strengthened oversight of state survey assessments . . .
