The Massachusetts Healthcare Policy Commission (HPC) is a new independent state agency created in 2012. It monitors the stateÂ’s reform of health care delivery and payment systems and develops health policy to reduce overall cost growth while improving the quality of patient care. The HPC report authors analyzed federal health expenditure data for 2009 to compare the Massachusetts health care system to national averages.
