The Centers for Medicare and Medicaid Services (CMS) publishes a state Medicaid manual for use by state Medicaid agencies. Chapter 4 covers institutions of mental diseases (IMDs) under section 4390. Section 4390 includes IMD coverage, IMD exclusion, IMD definition, and guidance for determining what constitutes an institution, and guidelines for determining whether an institution is an IMD.
