State Innovation Models (SIM) Initiative Evaluation: Model Test Base Year Annual Report

This is the first, or base year, annual report of the SIM Evaluation Contract. In this report, we present the results of the first site visits to all six Round 1 Test states (Arkansas, Maine, Massachusetts, Minnesota, Oregon, and Vermont), including stakeholder interview and consumer and provider focus group results. We also provide baseline measures of care coordination, quality of care, health care utilization, and health care expenditures for Medicare beneficiaries and commercially insured populations represented in the MarketScan database.
