State Medicaid Director Letter #13-003, RE: Federal And State Oversight Of Medicaid Expenditures

On March 18, 2013, the Centers for Medicare and Medicaid Services (CMS) issued a State Medicaid Director Letter providing guidance on mutual obligations and accountability on the part of the state and federal governments for the integrity of the Medicaid program and the development, application and improvement of program safeguards necessary to ensure proper and appropriate use of both federal and state dollars. CMS  notes that starting in 2013, states must submit upper payment limit (UPL) demonstrations on an annual basis.
