On July 11, 2016, the California Board of State and Community Corrections (BSCC) announced plans to launch a new grant Law Enforcement Assisted Diversion (LEAD) program that would provide intensive treatment and support services to certain low-level offenders as an alternative to incarceration. The new program was authorized in California Senate Bill (SB) 843 of 2016, and the LEAD program received an allocation of $15 million in the 2016-2017 state budget.
