Amy Raslevich, Ph.D., brings over 30 years of experience in health and human services to OPEN MINDS team. Her professional work has spanned working with provider organizations on transitioning to prospective payment systems, creating population-focused strategies, and grant writing.
Previously, Dr. Raslevich served as Consulting Manager at Berry Dunn/Compass Health Analytics. There, she helped to build a fully-integrated health service and support system for an adult IDD population. She also led projects for state Medicaid agencies to create quality management programs and fraud and abuse prevention and detection programs. Dr. Raslevich also evaluated legislation and statutes for cost projections and clinical effectiveness.
Dr. Raslevich has also served as Executive Director at ChildWatch, a non-profit children’s advocacy organization. While there, she facilitated the formation of the Allegheny County Early Childhood Collaborative to improve the well-being of children under the age of five in the county.
Prior to this role, Dr. Raslevich served as the Associate Chief Operating Officer for the Community Care Behavioral Health (CCBH) division of the University of Pittsburgh Health Plans. In this role, she managed ten operations departments. She also serves as the primary data analytics resource for the senior management team, developing key performance indicators and clinical metrics to support management of cost, quality, and access for public and commercial-based managed care products. This role also included providing analytic support for external stakeholders and oversight organizations, including utilization management and quality reports for NCQA accreditation and state audits. Dr. Raslevich also supported CCBH’s rate negotiations with health plans and participated in the proposal writing, responding to the state’s RFP for new Medicaid behavioral health managed care contracts.
Previously, Dr. Raslevich was an Adjunct Professor Of Health Policy & Management At The University Of Pittsburgh School Of Public Health, where she developed and taught a course to evaluate the impact of the U.S. health system components on health outcomes and access. She taught an online graduate course in Health Informatics for Harrisburg University of Science and Technology, in which clinically trained students learned to successfully choose, implement, and utilize health technologies.
Dr. Raslevich earned her Bachelor of Science and Economics with a concentration in Healthcare Management and Public Policy from the University of Pennsylvania Wharton School of Business. Her MBA was achieved from Duke University Fuqua School of Business. She also earned a Master of Public Policy from Duke Sanford School of Public Policy. Her doctoral work is in Health Services Research and Policy at the University of Pittsburgh School of Public Health, Department of Health Policy and Management.
