Dan Thorne brings over 30 years of experience in the health and human service field – in finance, technology, data analysis, and reporting – to the OPEN MINDS team.  Prior to joining OPEN MINDS, Mr. Thorne served as the Chief Executive Officer of Praxes Behavioral Health, a consulting practice specializing serving California-based behavioral health organizations .

Prior to his role at Praxes Behavioral Health, Mr. Thorne was the Director of Harbor View Community Services Center a community-based clinic in Long Beach, California providing mental health services for youth.    In this position, Mr. Thorne grew business from $2 million to $7 million by establishing contractual relationships with over 20 counties and adding Medi-Cal/Medicaid-funded programs.  At Harbor View, he developed a case rate wraparound program

Prior to his role at Harbor View, Mr. Thorne served as Chief  Operating Officer at Group Practice Affiliates in Newport Beach, California.  As COO, Mr. Thorne was responsible for managing mental health and substance use services for over 400,000 members in Orange County, California, under a capitated, value-based reimbursement.   To do this, his team operated a call center, quality and utilization management activities, the claims and finance functions, and  network management, including provider relations and credentialing functions.

During his tenure at Group Practice Affiliates, Mr. Thorne improved physician productivity from 20% to 70%, reduced outside provider costs by 70%, and achieved 90% compliance with formulary and medication management.

Mr. Thorne has also held the position of Administrative Director at La Palma Intercommunity Hospital in La Palma, California. During his time there, Mr. Thorne organized the partial hospitalization and outpatient substance use programs from inception to licensure approval. He also formed a psychiatric IPA, which secured capitated contracts with five medical groups covering care for 220,000 members.

Mr. Thorne earned a Master of Science in Counseling from California State University in Fullerton, California. In addition, Mr. Thorne is a Licensed Marriage and Family Therapist in California.
