Biography

David Conn, Ph.D. brings over three decades of experience with public policy analysis in the health and human service field to the OPEN MINDS team. Throughout his career he has developed a wealth of experience on the delivery and management of health care services in corrections settings and systems.rnrnDr. Conn was previously the Vice President of Government Relations for San Diego-based Mental Health Systems, Inc. (MHS). In that role he tracked changes in health and human service regulation and policy at the Federal level and for the State of California – and worked with other executive team members in developing responsive strategies to these changes.rnrnDr. Conn advanced to his position in government relations after serving as Vice President of the criminal justice and corrections programs at MHS. In that role, he was responsible for administrative oversight of over a dozen criminal justice programs. This included program design and implementation, supervision of program managers, and serving as the liaison with state and county funding agencies.rnrnBefore joining MHS, Dr. Conn worked at Amity Foundation of California. At Amity Foundation, he was responsible for the program evaluation and data management of both the Amity Therapeutic Community Substance Abuse Program at the R.J. Donovan Correctional Facility and the Amity at Vista Therapeutic Community Facility. He also prepared grant applications for a number of programs at Amity Foundation including Desert Willow Ranch Therapeutic Community, the Circle Tree Ranch Therapeutic Community, and the Firehouse Prevention Program.rnrnPreviously, Dr. Conn served as a Professor of Economics at the undergraduate and graduate levels with a number of highly accredited universities including Miami University, Ohio State University, Wayne State University, and The University of Arizona.rnrnDr. Conn earned his Doctorate and Master’s degrees in Economics from the State University of New York at Stony Brook. He completed his Bachelor’s degree in Economics from the University of Iowa.
