Biography

Jed Goldart, M.D., MPH, is a board-certified psychiatrist with specialized training in public health, healthcare administration, and managed care systems. Dr. Goldart has over 25 years of leadership experience with innovative, technology-enabled, evidence-driven population health management solutions. He currently serves as the Medical Director of Behavioral Health Care Utilization Management with Evolent Health. In this role, he advises and contributes to the development of the executive leadership team, as well as collaborates with other staff to improve the clinical quality of hospital staff and the population health/collaborative care management.rnrnPrior to his current role, Dr. Goldart served as Associate Medical Director for Optum Behavioral Healthcare Solutions, where he was responsible for the medical oversight and management of behavioral health care services utilized by 6 million covered members.rnrnPreviously, Dr. Goldart served in four key medical leadership roles. He was the Associate Medical Director for United Behavioral Health (UBH) where he developed and implemented a care management initiative for identification and stratification of high-risk/high-cost subpopulations. He also served as the Regional Medical Director, Mid-Atlantic Division at Value Behavioral Health/Value Options, where he developed and implemented a data-driven, evidence-based approach for changing provider physician behavioral healthcare performance resulting in a $3 million cost reduction. As the Medical Director for the IBM Division at Value Behavioral Health, Inc., Dr. Goldart led a 5-year initiative for bending the IBM health care cost curve, resulting in a $500 to $125 per employee per year cost reduction while maintaining program member and provider satisfaction levels at or above 90%.rnrnDr. Goldart was also the Director, Group Medical Services at Prudential Insurance Company. Across his career as a physician executive, Dr. Goldart has worked to connect evidence-based solutions with unmet health care needs.rnrnIn addition to his work with health plans, Dr. Goldart was also the founder of the Biofitness Institute, which provided integrated health promotion and disease prevention in Manhattan. Dr. Goldart secured the Institute’s initial start-up funding, developed the business plan and marketing communication strategy, and established a broad-based physician referral network.rnrnDr. Goldart received his medical degree and completed his internship training at New York University Medical School’s Bellevue Hospital Medical Center; residency training in psychiatry at Columbia Presbyterian Hospital/New York State Psychiatric Institute; and a Master’s Degree in Public Health and Administration at Columbia University School of Public Health.
