Judith Shaplin has over 30 years of experience working with rural communities, contributing to the expansion of rural healthcare, behavioral health services, and dental care. Her primary focus includes both rural and urban communities, with an emphasis on providing health and community services to culturally and linguistically diverse populations. Ms. Shaplin is an Advisory Board Member at OPEN MINDS.
In addition to her work with OPEN MINDS, Ms. Shaplin is the Vice President of Social Resources & Rural Health Services for San Ysidro Health. In this position, Ms. Shaplin provides oversight to several departments with the goal to bring awareness and support to Rural East County, with an emphasis on nutrition security and providing health and community services to the culturally and linguistically diverse populations of the area.
Ms. Shaplin also served as the President & Chief Executive Officer at Mountain Health & Community Services, Inc. In this role, Ms. Shaplin directed six licensed Rural Federally Qualified Community Health Centers (FQHC) with an operating budget of $10+ million. This included a Community Center with multiple programs including Senior Nutrition, Computer Resource Center, Food Pantry, and Family Assistance Resource Center. During her time at Mountain Health & Community Services, Inc., Ms. Shaplin also held the positions of Operations Manager and Front Office Management.
Ms. Shaplin has extensive leadership experience and is a member of numerous associations, boards, and foundations. She is a founding member of the San Diego Domestic Violence Council and San Diego Council of Community Clinics. Ms. Shaplin is the Vice President of the San Diego Health Network and is also the Health Service Advisory Board Member for the County of San Diego representing District 2.
Ms. Shaplin completed her education at Grossmont Community College in General Education and completed the Emergency Medical Technician program. She also attended the Pacific College of Medical & Dental Assistants and obtained her Radiological license in California. Ms. Shaplin completed the Federal Office of Rural Health Fellowship in 2008.
