Lee Chapman, MHSA, brings over 30 years of program and project management experience to the OPEN MINDS team. He has provided strategic operations leadership to a number of organizations and has demonstrated success in aligning operational strategies with core business objectives and outcomes. His areas of expertise include healthcare operations management, managed care contracting, fiscal analysis and planning, project management, contract negotiations, and compliance policy.
Mr. Chapman currently serves as the Director of Payor Contracting for CleanSlate Centers in Eldersburg, Maryland. Before joining CleanSlate, he was an independent consultant, providing subject matter expertise to healthcare sector clients in formulating responses to Requests for Proposals (RFPs) for the provision of Medicaid managed care plans and the development of value-based provider network operations.
Previously, Mr. Chapman spent over 10 years as a Principal at JBS International, Inc., a global professional services firm, where he was responsible for operational infrastructures, organizational growth, budgeting and contract management, and project planning and management. During his tenure, Mr. Chapman most notably saved the organization over 10% in consulting operational expenses and innovated the first reporting tool for tracking approval and execution of consultant agreements – adopted by 20% of company-wide projects. As a project lead, Mr. Chapman developed and launched the first interactive client training initiative for consultants and was selected to participate in Title IV-E Foster Care Eligibility Reviews.
Prior to joining JBS International, Mr. Chapman held several executive positions in business operations for various organizations, including Golden & Cohen, LLC, Rehab at Work Corporation, and StatCare, LLC.
Mr. Chapman previously served as the Vice President of Operations for Statutory Benefits Management Corporation in Baltimore, Maryland. In this role, he led a 6-month turnaround for the organization by developing a statewide PPO network with 500 providers and subsequently saving $7M in annual losses. To support this turnaround, he was responsible for assessing potential network providers, negotiating contracts, and integrating providers’ case management systems to expedite referrals.
In addition to his work with Statutory Benefits, Mr. Chapman has worked in network development roles for both MultiServices, Inc. and American PsychManagement, Inc. At American PsychManagement, Mr. Chapman served as the Associate Director of Network Development and was responsible for a 240% increase in the network’s provider participation in 6 months – from 4,400 to 15,000. In addition, he reorganized their Network Development department by conducting an operations assessment, optimizing workflow, and splitting staff into regional teams to focus on market areas, eliminating duplication of effort.
Mr. Chapman received a Master of Health Services Administration (MHSA) degree with a focus in Healthcare Finance from George Washington University and a Bachelor’s degree in Public Administration from James Madison University.
