Arthur Williams, PMP, brings over 30 years of health care data and technology experience as well as extensive experience with data analysis and claims processing in several key areas, including pharmacy, long-term care, and managed care.

Mr. Williams served as a Medical Economist and a Senior Program Manager with the State of Pennsylvania Department of Human Services from 2010 to 2018. In those roles, he was responsible for the implementation of new statewide initiatives in health and human services. As a Technical Manager for Pennsylvania Medicaid, Mr. Williams oversaw the development and delivery of technology enhancements for a two-year Pennsylvania Medicaid implementation. He set-up a quality assurance test lab and sponsored end-user training for over 300 state workers.

Mr. Williams also worked with Electronic Data Systems as Program Manager for HP-EDS project management process integration. He was responsible for coordinating the successful move from an EDS program management and billing process to the new Microsoft Project Server (MSPS) and SAP. His efforts included the coordination of over 150 project managers on several health care accounts converting over 2,000 active projects to the new application. He facilitated meetings with commercial, Medicaid, and Medicare accounts to standardize project management and billing standards, earned value calculation, and resource management.

As a Project Account Manager with MetaVance, Mr. Williams co-wrote and managed a feasibility assessment for the province of New Brunswick’s Medicare system. As the Product Delivery Manager for MetaVance, Mr. Williams was the first delivery manager of EDS’s new flagship Health Care Portfolio, a product still in use at four sites, including BCBS of Arizona and Humana Healthcare.

Mr. Williams performed Graduate Study at Western Michigan University and has a Bachelor of Arts from Albion College. He is an affiliate with the Project Management Institute (PMI) and the Health Information and Management Systems Society (HIMSS).
