Biography

Marcia Waters is an accomplished, forward-thinking, and goal-oriented senior program management and social work administrator who brings over 20 years of experience to OPEN MINDS Advisory Board Member.

In addition to her work with OPEN MINDS, Ms. Waters has been the Executive Director of SpiriTrust Lutheran, The Village at Utz Terrace, since 2014. In this role, Ms. Waters directs the oversight of a 40-bed Skilled Care Center with a consistent 5-star rating, a 46-bed Personal Care Residence, 74 cottages, and 38 apartments. Ms. Waters is responsible for consistently analyzing more efficient operational processes and lean resource utilization, which improves operations through expansive lean management protocols. In 2020, Ms. Waters received LeadingAge PA’s Distinguished Services Award Leader of the Year.

Before becoming Executive Director, Ms. Waters was a Wellness Champion for SpiriLutheran. In this position, Ms. Waters dually functioned as a Wellness Champion charged with developing and implementing forward-thinking strategic models of Life Enrichment and Wellness organization-wide. Ms. Waters was responsible for providing leadership to 6 Life Enrichment Directors across 6 communities, including implementing comprehensive mind, body, and soul wellness programs that incorporated 7 dimensions for wellness for Independent Living, Skilled Care, and Personal Care.

Additionally, Ms. Waters was the Executive Director of SpiriTrust’s Gettysburg Lutheran Retirement Village. In this position, Ms. Waters directed oversight across all operations, budget development and management, strategic initiative development and implementation, and enforcing compliance with all regulations and agency operating standards. Ms. Waters significantly improved resident and administration relationships through community and individual communication efforts, which were measured through resident satisfaction surveys and metrics. She also orchestrated skilled care operational changes, including the restructuring of nursing task workflows, shifts, and competencies, resulting in increased team member satisfaction, efficiency, and improved clinical indicators.

Ms. Waters graduated from Mount St. Mary’s University with a Master of Business Administration with a Concentration in Finance. Ms. Waters also holds a Master of Social Work from Temple University and graduated from Brigham Young University with a Bachelor of Social Work.
