Mary Parra, MPH, FACHE brings over 20 years of experience in the health and human services field to the OPEN MINDS team with expertise in value-based reimbursement strategies, clinical care redesign, marketing and communication, board-level strategic planning, clinical service line business development, hospital performance improvement, managed care contracting/operations, community health center operations, and clinical and administrative staff supervision.

Before joining OPEN MINDS, Ms. Parra served as Director of Operations with Neighborhood Healthcare in San Diego. In this role, she led day-to-day regional operations for medical and dental health centers in San Diego and Riverside Counties. As a member of the organization’s leadership and operations senior management teams, Ms. Parra responsible for quality and operational metrics. She was directed over 150 employees and managed $21.5 million in annual budgets.

Previously, Ms. Parra served as Director of Grants with Mental Health Systems, Inc. in San Diego, CA. In this role, she managed $68 million in annual fund development for behavioral health programs. Ms. Parra’s team was awarded six out of eight proposals resulting in over $3 million of annual funding, cost-based reimbursement, and multi-year contracts.

Before joining Mental Health Systems, Inc., Ms. Parra served as Director of Fund Development with Mountain Health & Community Services Inc. During her tenure, Ms. Parra designed and implemented comprehensive strategies to develop donor contributions to the organization. She also directed organization-wide marketing and public relations strategies. During her time with Mountain Health & Community Services, Inc. Ms. Parra completed a fund development assessment including analysis of historical revenue and expense, financial budget planning, and program development.

Ms. Parra earned her Master of Public Health Services Administration from San Diego State University. She earned her bachelor’s degree in biological sciences from the University of California at Irvine, Irvine CA. Ms. Parra also board certified in Health Care Management and a Fellow of ACHE.
