Rebecca Babigian, LICSW, brings over 20 years of healthcare operations and leadership experience to OPEN MINDS.
Most recently, Ms. Babigian served as the Chief Executive Officer of Integrated Healthcare Partners (IHP), a clinically integrated network that focuses on improving healthcare outcomes, particularly for underserved populations. She was responsible for the overall implementations of key programming for IHPās Accountable Entity (AE) which covers over 29,000 attributed Medicaid lives. She worked closely with 5 participating FQHCs and 3 CMHCs (all of whom are CCBHCs) to ensure meaningful advancements were achieved through programming that improved health outcomes, quality of care, while decreasing total cost of care. Ms. Babigian has been recognized for leading innovative and cost-effective programs including the IHP Emergency Housing Program and the IHP BH Designated Triage line. Through her leadership and working with strong team, IHP decreased the total cost of care by $45M, brought in over $35M in infrastructure and sustainability dollars, and secured $27.5M in shared savings revenue.
Prior to IHP, Ms. Babigian served as the National Vice President of Development, Prospect Integrated Behavioral Health at Prospect Alta Hospital Systems. Ms. Babigianās role was responsible for national growth and development of the Integrated Behavioral Health Service lines. Ms. Babigian was assigned to lead multiple projects to improve the quality of care. She successfully improved patient health outcomes and added $10 million of savings and revenue to the bottom line. Before this, Ms. Babigian served as Vice President of Integrated Behavioral Health, Prospect CharterCARE, LLC. In this position, Ms. Babigian also oversaw the opening of Rhode Islandās first Long Term Behavioral Health Unit and CharterCAREās first Addiction Services Center.
Ms. Babigian served as the Senior Behavioral Health Program Manager, for the Rhode Island Executive Office of Health & Human Services, in Cranston, Rhode Island. She was the primary leader for the division and responsible for behavioral health Medicaid strategy, program innovation and implementation, policy, and contracting.
Previously, Ms. Babigian served as the Behavioral Health Program Manager, for Blue Cross and Blue Shield of Rhode Island. In this role, Ms. Babigian developed innovative behavioral health programming to improve patient outcomes and address network gaps in care, provided clinical, quality and strategic oversight and analysis for behavioral health programming and was responsible for negotiating behavioral health case rates and program implementation. Prior to this role, Ms. Babigian served as Business Analyst and Project Manager for Blue Cross and Blue Shield of Rhode Island. She was responsible for developing a CME and CEU accredited 12 series of educational seminars titled āMaking Rhode Island Wellā, which examined the nature of the physician-patient interaction and the substance of current evidence-based prevention and wellness practices.
Ms. Babigian earned her Master of Social Work from Boston College in Newton, Massachusetts. She earned her Bachelor of Arts in Psychology from the University of Massachusetts in Amherst, Massachusetts.
