Biography

Mr. Steven Remillard, brings over 25 years of experience in the health and human service field, to the OPEN MINDS Consulting Practice. He currently serves as Manager, Market Policy, at Highmark. His areas of expertise include value-based purchasing, integrated care programming, HEDIS measurement, data-driven organizational development and social determinants of health.

Prior to joining Highmark, Mr. Remillard served as a Senior Associate for OPEN MINDS, where he led strategic planning and value-based reimbursement projects.

Prior to joining OPEN MINDS, Mr. Remillard served as the Special Assistant to the Secretary Of the Pennsylvania Department of Human Services.  In this role, Mr. Remillard directed a Federal grant to promote innovation in hospital-based behavioral and physical health care integration. Mr. Remillard also supported various stakeholder groups in the implementation of integrated care planning and initiated a Federal Grant to create permanent supportive housing, and other social determinants of health for individuals recovering from opioid addiction.

Prior to his tenure as the Special Assistant to the Secretary, Mr. Remillard served as the Bureau Director of Quality Management and Data in the Pennsylvania Office of Mental Health and Substance Abuse Services for the Pennsylvania Department of Human Services.  In this role, Mr. Remillard implemented encounter data validation to improve the quality of health care encounter data submissions to the state from managed care organizations. Additionally, Mr. Remillard instituted two new statewide HEDIS measurements in conjunction with the Office of Medical Assistance Programs and developed a statewide consumer satisfaction processes to meet state standards. Finally, Mr. Remillard worked to establish statewide value-based purchasing arrangements to improve clinical outcomes with cost justified payment strategies.

Before his work with the Pennsylvania Department of Human Services, Mr. Remillard was the Executive Director of the Capital Chiropractic Center. In this role, Mr. Remillard managed a chiropractic service organization and was responsible for its business operations including billing, public relations, human resources, fiscal management, and clinical practice. Mr. Remillard created a clinical treatment program that focused on the integration of physical health care and behavioral health care.  In this role, Mr. Remillard successfully integrated an electronic health recordkeeping system in all levels of the clinical practice at the organization.

Mr. Remillard is currently an Adjunct Professor at the University of Penn State. Mr. Remillard is a part of the University of Penn state’s Harrisburg campus where he works in the Department of Psychology.rnrnMr. Remillard holds his Doctor of Chiropractic from Life University in Atlanta, Georgia where he received Magna cum Laude honors. Mr. Remillard received his Masters of Arts in Clinical Psychology from Morehead State University in Morehead, Kentucky where he received Summa cum Laude honors. Mr. Remillard received his Bachelor of Science from St. Francis University in Loretto, Pennsylvania through the Honors Program at this institution.
