Texas Recommends Transitioning Medicaid-Only Services For Dual Eligibles Into Managed Care
The Texas Health and Human Services Commission (HHSC) recommended that the state transition Medicaid-only services for people dually eligible for Medicare and Medicaid (duals) from fee-for-service (FFS) into Medicaid managed care. Doing so is anticipated to resolve some of the administrative burden for provider organizations. The transition would require amending current Medicaid managed care organization (MCO) contracts, Medicare-Medicaid coordination rules, and the Medicaid state plan. The recommendation does not apply to beneficiaries and MCOs participating in the state’s Dual Demonstration in which the plan provides all Medicare and Medicaid services.
