Rhode Island is considering using Medicaid funding to cover a "housing first" model and targeted services for people experiencing chronic homelessness. The plan, called the "Rhode Island Pathways Project," calls for Medicaid to cover behavioral health services, case management, personal care and assistance services, home and community-based services, and housing support services.
The state legislature is considering a proposal, Rhode Island Bill 2023 H-5098, to allow the state Executive Office of Health and Human Services (EOHHS) to pilot the Rhode Island Pathways project. The proposal is modeled after similar efforts in Arizona, Hawaii, and New York.
