The California Department of State Hospitals (DSH) is implementing a recent law change as part of its Incompetent to Stand Trial (IST) Solutions Program twhich sets a growth cap on how many individuals with mental illness the counties can determine to be IST and refer to a state hospital bed for competency restoration services.
