NCDHHS Expands Community-Based Competency Restoration Services To Mecklenburg, Wake & Cumberland Counties

The North Carolina Department of Health and Human Services (NCDHHS) plans to expand development of pilot community-based capacity restoration programs for offenders who the courts determine are Incapable to Proceed (ITP) with a trial. The expansion will take place in Mecklenburg, Wake, and Cumberland counties.

To launch the pilots, the state released a request for proposals (RFP 30-21545-DSOHF) in November 2021, with responses due by January 18, 2022. Three provider organizations with experience in capacity restoration were selected to deliver these services: Atrium Health, CommuniCare, and Fellowship Health Resources.
