Youth Villages To Present On Diversifying Revenue Streams For Family Preservation Services
Gettysburg, Pa. (August 6, 2023)—Diversifying revenue streams is an integral part of the strategic plans of many specialty provider organizations, but protecting those revenue streams means understanding all the required performance and payment structures, as well as how to navigate across state lines.
On August 10 at 1:00 PM ET, Jessica Foster, Chief Strategy Officer and Catherine Smith, Managing Director of Business Planning & Policy at Youth Villages, will discuss the ideal funding structures to get the right family preservation services to children during Mastering Funding Structures For Prevention Services Outcomes: The Youth Villages Case Study. They will also highlight the barriers created by funding streams and structures.

Speaker Bio: Jessica Foster, Chief Strategy Officer, Youth Villages
Jessica Foster is chief strategy officer for Youth Villages. In her role, Foster oversees several areas with more than 80 staff members and is often focused on launching new initiatives. She established Strategic Partnerships in 2016 to train public and private agencies in LifeSet and Intercept, now supporting more than 20 agencies across 10 states and Washington, D.C. The Research, Evaluation & Data Science teams conduct rigorous evaluations and gather data to measure key performance indicators and participant outcomes. The Business Planning and Policy team secures contracts and advances state policy goals, while the Federal Policy team crafts and advocates for both legislative and administrative policy changes to best meet the needs of the communities we serve. The Strategy team develops state and national strategic plans for the organization. Most recent to Youth Villages, the New Allies and Memphis Allies initiatives are focused on child welfare system reform and reducing gun violence in Memphis, Tennessee.
Speaker Bio: Catherine Smith, Managing Director of Business Planning & Policy, Youth Villages
As managing director of business planning and policy, Catherine Smith reports to the Chief Strategy Officer and oversees the organization’s business development and state government relations efforts. Her department is responsible for writing proposals for new and existing services; creating budgets and rates with new payers; identifying new service opportunities and trends; working with government relations firms in various states to advocate for youth and family policy; and engaging to new geographic areas as well as multi-state managed care organizations and service providers to share Youth Villages’ mission, advocacy, and expansion efforts. Additionally, Smith works closely with Youth Villages’ state leaders to develop state-specific business plans; works closely with the federal policy team on national and state advocacy efforts; and helps the organization continue to refine its program offerings to meet the changing needs of the children and families Youth Villages serves.
