As Of 2023, 77% Of I/DD Provider Organizations Turning Away New Referrals

As of October 2023, 77% of provider organizations who offer home- and community-based services (HCBS) to people with I/DD indicated that they are turning away referrals due to ongoing staffing shortages, according to a national workforce survey conducted by ANCOR. The percentage of provider organizations no longer accepting referrals had the potential to be even higher, except that some states disallow provider organizations from turning away new referrals (meaning that these organizations are expected to meet a person’s support needs even if they lack the staff to do so).
