Oklahoma Pinnacle Plan – Metrics, Baselines & Targets

On March 19, 2013, the Oklahoma Department of Human Services (OKDHS) announced that performance improvement baselines in its child welfare reform plan had been approved by independent monitors (called co-neutrals) jointly selected as part of a settlement in a class action lawsuit, D.G. v. Henry. OKDHS voluntarily settled the lawsuit in January 2012 before it went to court. OKDHS officials and key Oklahoma stakeholders created a performance improvement plan for the foster care system as part of the settlement.
