On April 10, 2024, Disability Rights North Carolina (DRNC) and the North Carolina Department of Health and Human Services (NCDHHS) filed a proposed consent order in which the state agreed to move more people with intellectual/developmental disabilities (I/DD) from institutions to community-based services if they so choose. The consent order was in response to the case of Samantha R. et al. vs. NCDHHS and the State of North Carolina. The target population also includes people with I/DD who are waiting for services to help them stay in the community, including those on the Innovations Waiver waitlist . . .
