Strategies for Curbing Health Insurance Costs for State Employees: Benefit Design, Wellness Programs, and Data Mining

In October 2012, the National Governors Association released an issue brief examining some of the innovative models for state employeesÂ’ insurance plans, including: 1) introduction of newly designed health benefit plans for state employees; 2) wellness programs and incentives for state employees; and 3) mining health claims and cost data to develop cost-savings strategies. New health plan designs included in the analysis are high deductible plans, plans with value-based insurance design (VBID), plans with tiered or limited provider networks, hospitals and doctors, and efforts to engage employees to get them to change their behavior.
