The Kentucky Department for Medicaid Services (DMS) plans to update its rate methodology and rates for six 1915(c) home- and community-based service (HCBS) waivers. After reviewing stakeholder feedback submitted between August 14 and September 13, 2024, DMS intends to submit proposed waiver amendments to the Centers for Medicare & Medicaid Services (CMS) for approval.

The new rate methodology and rates are based on a rate study of Kentucky’s 1915(c) HCBS waivers. DMS conducted the rate study to comply with CMS rules that the state develop a sound payment and rate-setting methodology for HCBS reimbursement rates . . .
