Virginia Budget Allocates $247 Million To Clear The Medicaid HCBS DD Waiver Priority One Waitlist

The Virginia Legislature has allocated $247 million to clear the Medicaid Home and Community-Based Services (HCBS) Developmental Disability (DD) Waiver “Priority One” waitlist in the 2024 through 2026 state biennium budget. This money will serve 3,440 people who are currently on the Priority One DD Waiver waitlist.

Virginia's waitlist exists to access services for people who are identified as eligible for the DD waiver. Those on the Priority One waitlist are anticipated to need waiver services within one year. The individual must also meet one of the following criteria:
