About 15% of public school students in the 2022-23 school year were served under the Individuals with Disabilities Education Act (IDEA), and across the states the percentage ranged from 12% (two states) to 21% (three states). The states with the lowest percentage of IDEA students were Idaho and Hawaii. The states with the highest percentage of IDEA students were Maine, New York, and Pennsylvania.
