To implement the payments, the Oregon Health Authority (OHA), which oversees the state Medicaid program, plans to submit a Medicaid State Plan Amendment (SPA) for federal approval, and to launch the new program on January 1, 2025. OHA issued a notice of intent to file the SPA on November 5, 2024. The public comment window was scheduled for November 5 to 26, 2024.
