Two-Thirds Of HCBS Provider Organizations Are Limiting Referrals & Delaying Program Launches
About two-thirds of organizations providing home- and community-based services (HCBS) limited referrals (69%) and delayed program launches (64%) in 2024. About 90% of executives reported experiencing “moderate or severe” staffing shortages (down from 95% in 2023).
About 39% of these organizations reported discontinuing programs or services for current consumers, and 34% were considering further cuts if workforce issues could not be resolved. The programs most likely to be affected include:
