Illinois To Prioritize ‘Kin First’ Approach To Placing Children In Foster Care
The Illinois Department of Children & Family Services (DCFS) is adopting a new approach to prioritize placing children in state custody in kinship placements rather than with unrelated foster parents. Certified kinship caregivers will be eligible to receive financial support at a rate similar to licensed foster parents. The new approach is due to House Bill (HB) 4781, the Kinship-In-Demand (KIND) Act, signed on February 5, 2025.
