Class Action Lawsuit Alleges North Carolina Foster Care System Is ‘Broken’

A class action lawsuit against the State of North Carolina alleges that the state’s foster care system is failing children due to a lack of placement stability, inadequate and untimely mental health services, and high use of congregate care. North Carolina has a state-supervised, county-administered child welfare system. The state Department of Health and Human Services (NCDHHS) and the 100 county Departments of Social Services (DSS) share responsibility for the safety and well-being of children in foster care.
