As of April 2025, New York City’s human service contractors are waiting for the city to pay off more than 7,000 unpaid invoices with a total value of at least $1 billion, according to a report by the city Comptroller’s Office. Approximately 4,000 of the unpaid invoices, worth $861 million, were submitted for services delivered by non-profit contractors.
