Allegations Of Abuse, Neglect & Exploitation Rising For Maine Adults With I/DD Receiving HCBS
Over the past three years, the number of allegations of abuse, neglect, or exploitation referred for investigation increased for Maine adults age 18 and older with intellectual/developmental disabilities (I/DD) and receiving services through Medicaid-funded Home & Community Based Services (HCBS) waiver programs. During the three years, waiver enrollment increased to 6,060 in 2024, from 5,880 in 2023, and from 5,757 in 2022.
Data from the Maine Department of Health and Human Services (DHHS) Adult Protective Services (APS) shows that:
In 2024, 2,157 allegations were assigned for investigation, and 206 were substantiated.
