Wisconsin Governor Vetoes Bill That Would Have Exempted Direct Primary Care Arrangements From Insurance Laws

On August 8, 2025, Wisconsin Governor Tony Evers vetoed Senate Bill (SB) 4, which would have exempted direct primary care (DPC) arrangements from the state’s insurance laws and allowed the DPC model to expand. In the veto message, the governor stated that DPC arrangements as established in SB 4 would not sufficiently protect consumers from potentially losing access to their health care.

“I am again vetoing this bill in its entirety because I object to the Legislature failing to provide sufficient protections for patients receiving care under direct primary care agreements from being discriminated against and potentially losing access . . .
