Pennsylvania ODP Updates Residential Performance-Based Contracting Performance Standards For Contract Year 2026–2027

The Pennsylvania Office of Developmental Programs (ODP), under the Department of Human Services (DHS) updated its performance-based contracting standards for residential services, according to ODP Announcement 25-086 issued on September 12, 2025. The affected services include Residential Habilitation, Life Sharing, and Supported Living in the Consolidated and Community Living Waivers. Additionally, ODP is expanding its performance-based contracting standards to include Supports Coordination for people enrolled in the Consolidated, Community Living, and Person/Family Directed Support Waivers. The changes are scheduled to go into effect in January 2026.
