Oregon Health Authority Abandons Plans For Pre-Release Medicaid-Funded Reentry Services
On October 6, 2025, the Oregon Health Authority (OHA) informed jails and prisons across the state that it was ending its plan to implement the Medicaid Reentry Demonstration, according to an Implementation Update notice. Instead, OHA plans to meet the mandatory 2023 and 2024 Federal Consolidated Appropriations Act (FCAA) requirements for incarcerated Oregon Health Plan (OHP) members, with FCAA services implemented for the post-release period.;
