A total of 52% of provider organizations that provide direct care services to people with intellectual/developmental disabilities (I/DD) were considering cuts to programs if workforce recruitment and retention challenges fail to subside, according to a recent survey report from the American Network of Community Options and Resources (ANCOR). Staff turnover rates are nearing 40% nationally, with vacancy rates between 12% and 15%, as of 2025.
