Vermont, Utah & Minnesota Top-Ranked States For Medicare Performance
Vermont, Utah, and Minnesota were the top-ranked states across Medicare performance indicators for 2025, based on a recent annual ranking by The Commonwealth Fund. Based on these same rankings, Louisiana, Mississippi, and Kentucky ranked lowest for Medicare performance.
The rankings are based on public data from 2023 to 2025 for most indicators. Sources include data from the Centers for Medicare and Medicaid Services (CMS), federal surveys, and vital statistics datasets. The analysis evaluated 31 health system performance indicators for each state. The goal was to evaluate access to care, the quality of care, costs, and population health.
