Court Temporarily Halts HUD Change To Homeless Housing Grants For Continuum Of Care Builds Program

An abrupt change to a notice of funding opportunity (NOFO) issued by the federal Department of Housing and Urban Development (HUD) for Continuum of Care Builds (CoC Builds) was temporarily blocked by a court ruling on a lawsuit filed by affected provider organizations. The plaintiffs alleged that the HUD NOFO reissued on September 5, 2025, illegally changed eligibility criteria to limit awards to organizations in jurisdictions aligned with the current Administration’s social policies related to gender identity, drug use harm reduction, immigration enforcement, and homelessness policy.
