New Texas Law Creates Peer Support Network To Address Mental Health For First Responders

The Texas Division of Emergency Management (TDEM) is developing a statewide, confidential, peer support network for firefighters and emergency medical services (EMS) personnel, expected to be operational by March 31, 2026. Specialized training will be provided to first responders who are participating as peers in the network and to those who want to provide peer-to-peer support.

The program was established by Texas House Bill 35 (HB 35), effective September 1, 2025. An analysis by the Texas House Research Organization of HB 35 concluded the resulting program is anticipated to be similar to a program for law enforcement officers . . .
