Minnesota DHS Sets Two-Year Ban On New Group Home Licenses

The Minnesota Department of Human Services (DHS) announced a two-year ban on new licenses for home and community-based human services providers (HCBS). DHS stated the pause will start Jan. 1, 2026, and is expected to last through December 31, 2027.

Licensed home- and community-based services provided to older adults and people with disabilities and chronic illnesses include individual community living supports, 24-hour emergency assistance and respite care services, crisis respite, day training and habilitation and integrated community supports.
